The story’s title, “The Sentinel and the Spy”, seems to refer to Captain America’s nickname, “The Sentinel of Liberty”. It’s not clear to me how established that nickname is at this point. It’s been associated with the character since his first appearance in 1941, as the Sentinels of Liberty was the name of his fan club.
At the end of last issue, Cap still seemed to be brainwashed, but he’s snapped out of it by the opening splash page.
That story resolved, we move on to the next Red Skull plot. An entire unrelated story which starts on page 3. Jack’s going to be doing this more and more. It’s already coming up in Thor as well. He’s no longer restrained by issue boundaries and just cranking out story pages.
We only get the one clear look at Red Skull this issue, but his face looks a little better than preceding issues. A little more rigid, less doughy.
Steve and Bucky seem to be stationed in England now, I guess. Still with Sgt. Duffy from their New Jersey camp. America’s in the war now. It’s probably 1942.

I gives it a 4. Can’t help myself. Though Stan’s word balloons seen to try to soften the violence, it’s still pure action. 10 page strips seem to suit Cap stories installments well.
